Federal Agency – US wide Enterprise Physical Access Control System (ePACS)
This month’s Key Project looks at how Wycliffe Technologies assisted a Federal Agency client develop a plan to procure, design and install a new FICAM compliant enterprise Access Control, Video Surveillance, and Intrusion System.
Project Overview:
Our federal client needed to upgrade their current systems including Access, Video, and Intrusion. The existing system was a stove piped solution made up of multiple access control systems with different card technologies and zero management or visibility into the system as well as minimal Video Surveillance and recording capabilities. The agency has sites peppered across the United States and outlying areas. It was clear a new FICAM compliant enterprise architecture was needed for Physical Security and Video Managment. The mission was to get our systems through the agency ATO, then design and build a system that met all of the security requirements and policies of the agency and the U.S. Government in general. The new enterprise Physical Access Control System (ePACS) would allow for extremely efficient system management, while providing the industries best defense against cyber threats.
The procurement solution:
In order to accomplish this multi-year undertaking of transitioning this agency of approx. six thousand employees (federal and contract) across six components from a stove piped security system in multiple locations to one enterprise level solution. The agency needed an experienced contract and Physical Security Team upfront they knew they could work side by side with, through the entire process starting with the submission of the proposed systems through the “Authority to Operate” process to the finalizing of the Main System (backbone) Build.
Once we gathered the agency system needs, the Puyenpa Services & Wycliffe Technologies Team submitted an proposal for a sole source contract to help them accomplish this critical mission. The Contract proposed and accepted is a 5 Year IDIQ (Indefinite Delivery Indefinite Quantity) with a twenty two million dollar ceiling for which Task Orders are then issued against the contract provided funding is available. This allows the agency to properly plan year over year and fund only what is needed each year. The Procurement method was orchestrated by Puyenpa Services LLC (Prime) Executive Vice President, John Cook and Wycliffe Technologies (Subcontractor) Vice President, Brandon Alexander. This procurement model is in use in many agencies and is highly recommended for complex projects such as this on.
